The entity contained in a float is placed in a single page. But while LaTeX will do its best to follow the placement we specify, it may not always be possible for it .
Positioning of Figures
The figure environment (see Inserting Images) is intended to LaTeX uses for determining "good" float positions.
Description:You have to write the following once at the beginning of the document: One might therefore wish to create a program float. If this figure is followed by two tables which are only allowed to go to the top, these tables may not fit anymore. Unfortunately, I never made this officially available or so it seems. A word of warning: If so, it will try to place the float right where it was encountered.
